		<description>&lt;p&gt;Okay, granted water can be potable and still be discolored and smelly. But that’s generally a hint that it ought to be tested to make sure it is, in fact, potable. Out of curiosity, did the government get a discount for water that was (theoretically) potable but not palatable? Or did KBR charge them the same as they did for potable and palatable water elsewhere? Rhetorical question, actually, as I’m pretty sure KBR charged them for all water (potable, palatable, and otherwise) the same price an honest (or closely watched, in any event) company would charge them for single malt whiskey. &lt;/p&gt;
