In discussions with various people in my real life (not the Demonic Conservative Ridicule Machine I play at night) I find that people are willing to brush off or justify Sarah Palin’s lack of experience, qualifications or, well. smarts because of her novelty factor. But the one thing that stops them dead in their tracks is the story of Sarah Palin and the Pay As You Go Rape Kits:
I sat with a rape victim during the “harvesting of evidence”. Mascara smeared eyes stared blankly out from a cave of shame. “We’ve got swimmers,” announced the forensic tech in the lab next door. My friend didn’t look surprised. In her 60’s, she was still asked if she felt the need for emergency contraception. Surviving the process would have only been compounded and made worse with an itemized bill; victimized twice courtesy of Sarah Palin and the city of Wasilla.
Much can be learned about the Palin Administration’s family values from reviewing their spending priorities. Former Chief of Police Irl Stambaugh included forensic rape kits (up to $1,200 per kit) in his budget requests. He was fired by Palin in 1997. In her termination letter, Palin wrote, “…I do not feel I have your full support in my efforts to govern the city of Wasilla. Therefore I intend to terminate your employment. . . ” Staumbaugh headed the police department since it was created in 1993. Before that, he served 22 years with the Anchorage Police Department rising to the rank of captain. Sarah Palin hired Charlie Fannon as the new Wasilla Chief of Police and said it was one of her best decisions as mayor. Fannon eliminated the forensic rape kits from the budget. Though the number of rapes weren’t reported, Fannon claimed it would save Wasilla taxpayers $5,000 to $14,000 a year.
When Eric Croft, a Democrat Legislator from Anchorage, learned of Wasilla’s policy, he drafted HB 270, which Governor Tony Knowles signed into law. The new law made it illegal for any law enforcement agency to bill victims or victims’ insurance companies for the costs of examinations to collect evidence of a sexual assault or determine if a sexual assault actually occurred. Upon signing the law, Governor Knowles said, “We would never bill the victim of a burglary for the cost of gathering evidence, nor should we bill rape victims just because the crime scene happens to be their bodies.”
Wasilla Police Chief Fannon protested the new law stating it would require the city and communities to come up with more funds to cover the costs of the forensic exams. Really? Are the true costs of sexual assault and forcible rape in a community only measured and reflected in the dollars spent on the forensic rape kit?
God only knows how Sarah Palin would answer that question and, as we well know, she ain’t talkin’.
Fortunately the state of Alaska saw fit to remedy the benign neglect that characterized Pailn’s attitude towards rape victims. But there is still something that you can do for all women in all fifty states since they can hardly count on Vice President Palin to look out for anything other than her own blind ambition.
Per an email I received last night (and also noted here):
Instead of us all sending around more emails about how horrible Sarah Palin is, let’s all make a donation to Planned Parenthood.
In Sarah Palin’s name.
And here’s the good part: when you make a donation to PP in her name, they’ll send her a card telling her that the donation has been made in her honor.
Here’s the link to the Planned Parenthood website
You’ll need to fill in the address to let PP know where to send the "in Sarah Palin’s honor" card. I suggest you use the address for the McCain campaign headquarters, which is:
McCain for President
1235 S. Clark Street
1st Floor
Arlington , VA 22202PS make sure you use that link above or choose the pulldown of Donate–Honorary or Memorial Donations, not the regular "Donate Online"
The minimum donation is $5 …and did I mention that it’s tax deductible?
Go. Do. Now.
…and pass this along to your friends.

TBogg: What a great idea and you did all the work for us again. Thanks. I so enjoy this blog, especially the last few days with this nomination. God Save the Queen, maybe they will take the colonies back.
To my sorrow, while looking through the intratubes last night, I learned my state also makes rape victims to be victims twice over.
A Chatham County woman who reported being raped on her 21st birthday in September never imagined she’d get a bill for enduring a four-hour exam at the emergency department at Central Carolina Hospital in Sanford. But six weeks after a specially trained nurse searched her body for a trace of the man she said raped her, a bill arrived.
For the nurse’s trouble and time in the exam room, she owed $175, her share after her parents’ private insurance paid some of the bill, she said.
For months, she ignored her bill. Late notices piled up. A few weeks ago, another bill arrived: $193 for the doctor’s care that day.
[…]
Leaders at the state Conference of District Attorneys were surprised to learn rape victims pay for their exams. They agreed women shouldn’t have to pay for tests used to find evidence needed at trial, but they didn’t know which agency should pay. Their budgets are already strained, and they hear similar complaints from law enforcement agencies, said Peg Dorer, executive director of the conference.
DONE! Too bad I couldn’t write a little note to them.
Let’s hope we never have to call her Vice-President Palin
The Violence Against Women Act (”VAWA”)denies federal funding under VAWA to states that charge victims of sexual assault or domestic violence for investigation or prosecution of the crimes against them.
This part of VAWA was introduced in one of the Act’s reauthorizations, coming just in time for Gov. Knowles to sign it into effect. At the time Gov. Knowles signed the Alaska bill, Wasilla was the only municipality in the state charging women for rape kits.
VAWA’s greatest proponent was — and continues to be — Joseph Biden.
John McCain has never been a big VAWA supporter, and voted against at least one recent reauthorization of VAWA.
Thanks tbogg. DONE, and emailed to lots of folks. What a great idea.
You are such a mensch, tbogg.
Great idea! I’ve already done this and sent it to many friends. Thank you.
Fourteen million for a hockey rink was okay but $1200 for a rape victim wasn’t. Clearly Palin sets a new bar for blind ambition and arrogant misuse of power.
If I was the other half of the Palin-McCain ticket I’d hire a food taster.
This was sent to me yesterday. I donated and the card is hopefully in the mail!!!! EVERYONE should make sure the McPalin campaign gets swamped with these cards from Planned Parenthood.
Great idea. On another point, however, it’s not the rape kits that cost the money (they’re likely provided to local law enforcement from the state lab as they are in most if not all cases – and their cost is minimal anyway), it’s the rape exam at the hospital. What if there were something universal that might take care of that cost?
Rather than make a donation to corporate Planned Parenthood make a donation to your local, not for profit, women’s health clinic. Planned parenthood is a for profit corporation while local women’s health centers frequently supply women with reproductive information and services free of charge. Support your local center.
The MSM must be forced to deal with the Rape Kit issue.
Done! Now, I hope Planned Parenthood highlights this, so word about the rape kits gets out.
Thanks TBogg
digg
Done! I also sent in a donation in her name from each of my cats.
Boxturtle (Easily $25 worth of amusement)
Done. I hope McCain for President, attn: Sarah Palin, sees a LOT of “in honor of” cards.
In my area, we have a local Women Making a Difference luncheon. In a small community, when over 300 women and men show up to help fund domestic violence programs, you know it is important.
The gift to Planned Parenthood, will cause other communities that might charge for rape kits to think twice.
I gave to Planned Parenthood today, but will also give on October 5th at the luncheon.
For the record, this was probably not “benign neglect” from Palin, both because it was not benign and because it was likely a deliberate nod to religious right wackos who don’t want to pay for the contraception included in the kit (add to that, the likely attitude that “if those sluts want to accuse a poor Joe of rape, they can damn well pay for the rape kit themselves.”). I can’t believe this issue isn’t getting more traction. I think that it is just that the MSM is uncomfortable talking about rape kits.
another McCain connection – Nancy Pfotenhauer
Our Ms Nancy
Attorney General John D. Ashcroft last week invited Nancy M. Pfotenhauer, president of the Independent Women’s Forum, to join the National Advisory Committee on Violence Against Women.
The committee is responsible for advising the departments of Justice and Health and Human Services on implementation of the Violence Against Women Act.
The Clinton administration in 2000 credited the legislation for a 21 percent drop in violence against women
Pfotenhauer’s Independent Women’s Forum, however, has waged a bitter fight against the legislation, providing congressional testimony in opposition and supporting a lawsuit challenging the act.
. . . wait for it
“You have to look at domestic violence as a culture of intimacy,” she said, rather than a “one-size-fits-all, men-beat-up-women” framework.
reassuring I’m sure to the 15 women beaten in this country in the last 12 minutes.
have been dying to ask the community about this – besides general pushback against Clinton WH, what was Weyrich’s angle in opposing domestic violence programs
Bingo Bango Bongo !!!
Me too! The check is in the mail. And how happy the manly Mr. Biscuitbarrel will be: it’s a DEDUCTIBLE donation!
If not for the miracle of contraception, I’d have been saddled (as it were) with the condition known as Clown Car Cooter. TMI? Well, at least I’m honest. And very, very grateful.
another McCain connection – Nancy
PfotenhauerFoot-n-whoorelmao – something tells me you have seen watertiger’s ‘motivational’ pic of the Duggars
here’s some info on IWF’s suit
still wanna know Weyrich’s angle
Excellent idea, TBogg.
Aside from the other explanations, did they assume that people in Wasilla didn’t particularly care if rapists were prosecuted? (I don’t know Alaska–given its prevalence there, is it possible that a casual attitude toward rape is part of the local law-enforcement ethos?)
Best contribution I’ve made all year. Thanks for letting us know about this wonderful way to give Sarah a good punch right where she lives.
Let’s start a Spay Your Palin program. And end the CSI-Profit Centers.
Yes $5 for Planned Parenthood.
That’s Just What I Said
Oh sweet Jeebus Tbogg, I think I love you.
I read this post last night, but I didn’t go below the fold.
I am so in. And I’m sending this to everyone I know.
Maybe PP should offer a Palin Gift Card, where you can prepay for an abortion, then give the card to someone in need of the procedure. The cards can bear the images of Palin, the Duggars, and other motivational persons.
The people at Planned Parenthood must be overjoyed this morning and wondering where all this money is coming from. I’m glad for them.
I so loved this idea, I forwarded the url of this blog entry to 29 of my closest friends!
I love it when y’all find ways for us to express constructively our outrage.
Thank you.
OT: Sorry, but I sure hope someone recorded McCain this morning when he made his speech about the economy and he called for the resignation of Cox…the thing is in his final bravado statement about it, he said that he calls for the resignation of the the head of the “FEC”…
Another major brain fart for Dr. Kirk Murphy’s McCain Brainwatch project.
I’m just posting this comment here, since it is the front post on FDL.
Back to the great post on the rape kits..
Oh, they probably figured it out after the first ten donations in Sarah Palin’s name with the card sent to the McCain camp. I suspect their staffers are smiling with each one they receive.
What does it say about priorities as a public servant, that Palin misappropriated $50,000 to redecorate her Mayoral office like the Mustang Ranch, got $58,000 (or was it $68,000) salary and to save money, initiates a charge for rape kits? What does it say of the town council for that matter, but hey, I’m sure they think it’s the womans fault for being raped in the first place!
Here it is:

New post from Lisa Derrick about “Muppets Take Washington” on Campaign Silo.
The Culture of Intimacy: Is that the same thing as She Asked For It? There is a name for intimacy that involves hurting one’s partner. And there are wives who through ignorance or youth unknowingly select abusive partners.
Where do they find people who repeatedly say the most outrageous things on earth? There must be some sort of conference or study group to develop the text. Culture of Intimacy, my ass. It is call male aggression, cruelty, dominance…often coming from a sense of impotence..when one abuses a partner. Of course, McLiar is not exactly an innocent in this department either, unless one thinks calling one’s partner a C** is an act of intimacy.
You forgot the tanning bed – must not leave that little item out ’cause it says so much about her.
If Willow follows sister Bristol’s example, she has just three years to go before she gets knocked up. Her pregnancy will be shamefully hidden, then scandalously exposed as a gift from God. She will give birth and be coerced into marrying the F’in redneck ass-kicking sperm doner.
Or her parents can discuss (enforce?) abstinence until marriage or birth control with her soon.
Thanks, TBogg. I put a link in comments on Glennzilla’s current thread.
Lets see…. don’t pay for rape kits but the Mayor of Wasilla did pay for…
Palin Had Wasilla Pay $24,000 For Her SUV
AND
Palin Spent $50,000 In City Funds To Redecorate Mayor’s Office
Great post, TBogg! And what a good idea!
The timing of this post could not have been better. In today’s New York Times, there is an op-ed by Hillary Clinton and Cecile Richards, president of Planned Parenthood Federation of America. They address the utterly repugnant proposed rule by the Dept of Health and Human Services that would require any health care entity receiving federal funds to certify that no employee is obligated to assist with medical services that they find “objectionable.” Donations to Planned Parenthood will help to protect the reproductive rights and choices of women everywhere. Thanks for all you do, tbogg.
This post brought tears to my eyes because
a. it’s awful and reprehensible that victims are victimized again by the system;
b. that McCain picked such a creepy prop to try and gain women’s votes;
and c. because you offer a way to make it right.
thank you, tbogg.
I thought palin and her town were some throw-back to the Dark Ages only to find the *entire* state in which I live is equally as ignorant! Too bad that article you ref’d is past the due-date for comments submission or there would be some really purple words heading down the toobz in the paper’s direction. $1600. forkin’ dollars for a rape kit?!!!?
It’ll take me the rest of the afternoon but there’s a LTE heading out to as many state papers as possible within the next 24.
Done. Nice one, TBogg.
P.S., It’s particularly nice to get an acknowledgement back from Ann Richards’ daughter.
Done. Happiest donation I have made in a long time!
Gone viral, TBogg…. PP is going to be very, very happy and Mrs. Palin is going to be very, very testy.
Woooooohoooooo!!!!
I sent my $20…god bless her pointy little head.
done! and emailed to everyone i know.
You could donate to PP’s PAC, the Action Fund, so your money can be used to run ads.
Also, there’s a difference between the medical care a rape victim receives at a hospital, and the rape evidence kit. Collecting evidence after a crime is NOT medical care, and has nothing to do with emergency bc.
The evidence is usually collected by a dr, because they’re caring for the victim already. Getting samples of semen and documenting injuries is not medical care any more than measuring the skid marks on the road after a car wreck.
Why can’t we spin this like Republicans do and sling some mud? Put them on the defensive. How about:
Palin’s Law Makes It Harder To Convict Rapists
Why Doesn’t Sarah Palin Care About Rape Victims?
thanks for the link TBogg!
And please please please…can you set me up with K-Lo? I want to give her the lovin’ she needs!
Thanks for helping to start the weekend on a good note. I’ve been working on raising public awareness of Palin’s policy of making rape victims pay for their own forensic rape kits for the past 10 days. This may be the best tbogg post ever.
Tbogg Blog Swarm!
I got some time and a dime…
No kidding I have seen that photo. Had it been of me and my spawn, I would have captioned it, “This is my body without pessary [I love that word] and Ortho-Gynol.”
