The only civilian a member of the military would salute is the President.

Actually, it looks like they are “sideboys” who are used to render honors on the quarterdeck (or other appropriate location) to a visiting dignitary. She would count since she is the Governator of Alaska. The number of sideboys indicates the relative importance of the dignitary boarding/debarking the vessel (sideboys were used at one time to aid in hoisting the visitor up the “side” of the vessel, really senior Admirals could be really fat and hence need more muscle to get them aboard).
